Benwood Hears First Reading Of Appearance Law

BENWOOD - Benwood City Council this week heard the first reading of a measure establishing an appearance policy for employees.

The ordinance seeks to make certain the city's employees are properly groomed.

According to the ordinance, facial hair must be trimmed so as to not exceed one-quarter inch in length. Mustaches cannot extend downward beyond the upper lip or extend sideways beyond a vertical line drawn upward from the corner of the mouth.

Hair on the head must be neat, trimmed and present "a groomed tapered appearance." Sideburns cannot extend below the bottom of the ear, and must end in a clean-shaven horizontal line. For men, bangs must not exceed below the eyebrow, and should not be exposed when headgear is worn.

Tattoos that are "obscene or advocate sexual, racial, ethnic or religious discrimination" are prohibited. No tattoos on the head are permitted, and no piercings other than ear piercings are permitted to be visible.

Forking and splitting of the tongue, filing of teeth and implanting objects under the skin also are prohibited under the ordinance.

Council on Tuesday also heard the first reading of an ordinance that will increase rates for the Benwood Pool.

The yearly price for a pool pass for a family of four living in Benwood wound remain at $75 under the ordinance, while the cost of a non-resident pass would increase to $100, Mayor Ed Kuca said.

"This will help us to overcome some of the cost for upkeep," he said.

City workers plan to install a new gutter system at the pool before it opens Memorial Day weekend. A new liner also is to be installed, and maintenance will be done to the pool's filtration system.

Both measures will come up for their second readings for passage at the next meeting of council set for 6 p.m. April 8.
