Heather Renee Schaffer, 26, of 223 Eagle Court, Wheeling, is being held in the Northern Regional Jail at Moundsville in lieu of $40,000 bond for two counts of child neglect.
Wheeling police arrived at the Schaffer home at 3:30 a.m. Monday in response to a 911 call concerning the possibility of children being left unattended. A police report indicates officers were told by neighbors the children were often left alone.
Upon arrival, police could not make contact with anybody inside the residence.
The report notes neighbors reported hearing banging noises coming from the home. After hearing the noises, police gained entry with the help of the Wheeling Fire Department. Inside, they located a 4-year-old and 2-year old. The 2-year-old was banging her head against a door.
Officers reported finding a large butcher knife in another room, easily accessible to the children.
Police contacted the children's grandfather after they could not locate an adult in the apartment. The grandfather identified Schaffer as the children's mother and he said the same type of incident happened two months ago.
Officers arrested Schaffer when she returned home and told them she had fallen asleep inside a downstairs apartment. Based upon the investigation, police determined the children had been left lone for about two hours.
Schaffer appeared before Ohio County Magistrate Harry Radcliffe, who set bond in the case.
