WHEELING - City police swiftly responded to the Robert C. Byrd Intermodal Transportation Center on Main Street around 9:30 p.m. Friday to arrest a man dressed in military fatigues, after he allegedly showed two handguns and a knife while riding on the Oglebay Trolley.

Deputy Police Chief Martin Kimball said officers took down 28-year-old Raymond Powell after he exited the trolley - which had been running downtown as part of the city's "First Fridays" activities. Powell's identification lists him as a Bridgeport resident, though Kimball said the man claimed he now lives in South Wheeling.

Kimball said a witness who was riding the trolley with Powell called 911 after seeing Powell load ammunition into a clip.

It is unclear whether Powell intended to then load the magazine into a weapon.

"Right now, he is facing three counts of carrying a concealed weapon, with further charges pending investigation," Kimball said.
