the school systems haven't figured it out.they aren't the only ones broke.

All Govt. Fed., State, County, Township, Towns, Schools. Should be required to stand on their own two feet. No money from the Top, Fed. or State should be passed down to the others. The current systems are so full of corruption and waste. It's like the welfare system where no one will take responsibility for the "things" they want. "Freebees" like grants aren't free. Soon, everyone will understand the hard way, when the current money system spirals out of control. Do to all the overspending at all levels.
