Here is a novel idea the utility companies could just pay a smaller dividend to stock holders.

Much as, when utilities switch any power generation capacity over to gas, from coal, the consumers will be paying through the nose for that, as well, when the currently, and temporarily, depressed price of gas returns, as it inevitably will, to it's historic averages, and the utilities pass those hugely increased costs for fuel along to their customers.
