All the cities up and down the OV will be increasing tax and fees under Home Rule. The state created this plan so the State will share less with the cities and the cities will increase fees to make up for lost funds and the taxpayer will get poorer. Less fees, taxes, regulations and special interest lead to a growing economy.

Citizens want a tax break, buiness want a tax break but government just keep increasing tax in good time and bad times. Look at the BOE how they had a chance to cut taxes for the citizens but felt it was better to spend spend spend the extra levy money.

You can only tax and regulate so much and then the people can not afford to maintain their homes and you cannot rent buildings to business. Government now should be looking how the can get smaller and cheaper to the citizens not coming up with new fees to maintain a bloated local government.

A city have a lot of empty buildings but who is to blame the city taxes and regulations make people want to live outside the city. Look at Wheeling and the surrounding area and you will find the biggest houses built today are outside the city.

Home Rule is just another way of forcing property to be sold at a lower prices to special interest. If government would cut their size they would not need all the fees and taxes.
