How about a HOME RULE water down version?
Why not a fee for running water in the streets to be paid by the residents of the city. Took care of that problem HOME RULE has so many uses.

How about not beeping my iPhone for stupid stuff? The last how many alerts have been for boil orders and water breaks. How about for some news instead? The Water News Register, all the boil order news that's fit to print!
