Insurances need to cover residential rehab facilities and many do not.

If the government wanted to stop drug abuse, it would have been stopped. While using debit cards rather than cash for assistance sounds like a good idea, the poor addicts will just be robbing more often to get the funds, and as a mid income person, I cant afford any more-just tax me.
Rehab programs dont work-we dont need a study to understand this, just run the numbers. The problem is becoming worse and everyone is at risk of criminal behavior.
