Right, WV isn't the worst, as some people would say, in many things...

All the states have aging infra structure...

Plenty of jobs to go around if all this old stuff could be brought up to date, replaced, and/or repaired...

ice... That would require companies to re-invest in infrastructure which takes away from the bottom line and decreases stock dividends. if a CEO does that the Board of Directors fires them.
