"There is simply no valid explanation for the termination of my client, especially since she was directed by an attorney for the county to issue the verbal reprimand. The only explanation is that there is an ulterior motive for her termination."

You will have to prove that individuals of a higher authority than an attorney failed to direct her not to issue the reprimand.

The "chain of command" calls your bluff and kills your case.
