These issues — and others — are on the minds of Ohio Valley residents when they think about their downtowns or other shopping areas. Much of the downtown commerce has scattered into smaller neighborhoods, with Wheeling being the best example. Downtowns also don’t offer much in the way of retail these days, as local malls and plaza developments attract the major stores.
